May, June and late September give open trails and a bay that has not yet filled, and warm water from June; July and August bring cruise ships to Kotor and traffic along the single coast road. Durmitor is only reliably walkable from June to October.

Montenegro is a small country with a very steep one: the Bay of Kotor's Venetian towns sit under 1,000-metre walls, and an hour inland the road climbs to Lovćen and the karst plateau. It suits people who want a walled town, a bay to swim in and mountains in the same week, and who accept that the coast in August is loud and Kotor on a cruise day is a queue.

What you can do

  1. 01Climb the Kotor fortress walls at first light, 1,350 steps to St John's, before the cruise passengers.
  2. 02Take the boat from Perast to Our Lady of the Rocks, the artificial island church.
  3. 03Drive the Lovćen serpentines from Kotor to Njegoš's mausoleum, then down to Cetinje.
  4. 04Swim at Sveti Stefan's public beach or at Jaz, then eat grilled squid in Budva's old town.
  5. 05Go north to Durmitor for the Black Lake walk and the Tara canyon bridge.

Kotor Old TownInside the walls, car-free and echoing; wonderful early and late, crowded and hot midday.
PerastSingle street of stone palaces on the bay, no beach but swimming from the quay; quiet, romantic, no nightlife.
BudvaThe resort: a small old town, long beaches, clubs; loud in summer, cheaper and calmer in shoulder months.
Herceg NoviStepped town at the bay's mouth near the Croatian border; good ferry links, fewer visitors, a long seafront walk.

A first visit should stay in Kotor's old town or in Perast for the bay, with a night in Žabljak if Durmitor is on the list; Budva is for beach and nights, not for quiet.

  • ◦Lake Skadar by rowing boat from Virpazar, through lily fields to island monasteries, with pelicans in spring.
  • ◦The Njegoš mausoleum on Lovćen, a Meštrović work at 1,657 m reached by 461 steps through a tunnel.

Getting around
Tivat airport is 15 minutes from Kotor by taxi; Podgorica airport is 90 minutes. Buses run along the coast hourly but a car is the practical way to reach Lovćen, Skadar or Durmitor, with narrow roads and a summer queue for the Kamenari ferry.
